South Carolina Rep. Tom Rice (R-SC) is sharing his thoughts and feelings just hours after Ukrainian President Volodymyr Zelenskyy's address to congress, which included an emotional video that was live-streamed into the Capitol complex. 

The graphic video showed vast devastation, destruction, children crying and blood pooling. Zelenskyy has used his campaign to implore allies to "close the sky" to stop Russian airstrikes devastating his country.

“Our hearts go out to the people of Ukraine, we are solidly behind them," Rep. Rice said.

"But to have him addressing you, and to hear the frustration and courage in his voice was certainly bothersome. The frustration was bothersome and the courage was inspiring."

Still, he said the address didn't change his mind, much.

While President Joe Biden and South Carolina Sen. Lindsey Graham said they are against a 'no-fly zone,' over Ukraine, Rep. Rice said it's not a definite "no," or "yes" for him.

“What I’ll say about that—I don’t want a full-scale war between the United States and Russia. I don’t want to commit United States troops on the ground in Ukraine, but I’ll also say: we shouldn’t take anything off the table," the Congressman said.

He said the sanctions the U.S. has instituted so far have not been enough, either.

That was only 7 banks out of hundreds of Russian banks. We should apply that to every one of the Russian banks. And then we would be placing crippling sanctions.

He said moving forward, he wants to see that, and 100% tariffs on the rest of Russian goods.
